Chapter 3 - The Federal Shadow

The murmurs in the dining room swelled into a panicked wave as the two federal agents walked with deliberate, unhurried steps toward our table.

Diane let out a choked gasp and sank back into her chair, her hands flying to cover her face. Alan remained frozen, his eyes glued to the approaching badges like a deer caught in high beams.

“Commander Hayes?” the lead agent asked, stopping beside Ryan and me. He was a tall man with sharp gray eyes and a tailored charcoal suit that screamed NCIS investigator.

“I’m Commander Hayes,” I said, instinctively standing at attention, my posture snapping into parade rest before I even realized I was doing it. “This is Lieutenant Commander Walker. We were just discussing the Norfolk audit.”

The agent nodded, pulling a leather folio from his jacket. “Special Agent Vance, Naval Criminal Investigative Service. And I assume the gentleman seated across from us is Mr. Alan Brooks?”

Alan didn't answer. He stared straight ahead at the linen tablecloth.

“Mr. Brooks,” Agent Vance continued, his voice crisp and devoid of emotion. “You are being detained for questioning regarding unauthorized access to classified military contractor portals, federal wire fraud, and identity impersonation of an active-duty service member. I advise you to remain silent.”

“Detained?” Alan exploded, leaping out of his chair with a sudden, violent surge of panic. “On whose authority? This is a private family event! You have no right—!”

“Sit down, Alan!” Ryan barked, stepping into his path. For the first time, Ryan looked less like a prospective brother-in-law and more like the seasoned surface warfare officer he was. “You are looking at federal felony charges that carry a minimum of twenty years in a federal penitentiary. Do not make it worse by resisting a federal officer.”

The second NCIS agent stepped forward, his hand resting casually near his hip as he produced a pair of steel handcuffs. The metallic click as the cuffs unlatched sounded deafening in the suddenly hushed room.

“Wait!”

The desperate cry cut through the tension. Lily scrambled out of her chair, stumbling over her floor-length rehearsal dress and throwing her arms around Alan’s waist as the agents moved in.

“You can’t take him!” Lily wept, looking wildly between the agents and me. “The wedding is tomorrow! Everything is paid for! The guests are arriving from out of state! Please, you can’t ruin this!”

My heart ached for her—god help me, despite everything, she was still my little sister—but the blinding naivety of it made me want to scream.

“Lily,” I said, my voice softening as I knelt down beside her, ignoring the stares of the entire country club. “Listen to me. Alan didn't just mess up a business deal. He used my name to steal hundreds of thousands of dollars. If we don't stop this right now, you won’t just be losing a wedding—you’ll be implicated as an accessory to federal financial crimes.”

Lily froze, her tear-stained face turning pale. She looked up at Alan, searching his eyes for a denial that never came. Alan simply looked away, his jaw clenched in bitter defeat.

“Did you... did you use my name too, Alan?” Lily whispered, the horror slowly dawning in her eyes.

Alan didn't answer. He just let the federal agents take his arms, the heavy steel cuffs snapping shut around his wrists with a final, echoing clank.

As they led him away toward the exit, the restaurant door swung open to reveal another unexpected arrival standing just outside in the chilly night air.
