Chapter 9 - The Vault Beneath the River

The iron bulkhead at the end of the utility tunnel wasn't marked on any standard municipal map. It bore a faded, rusted emblem from the Department of Public Works dated 1974, with a rotary combination lock welded directly into the center of the steel plate.
“We’re dead-ended,” Julian muttered, sinking against the damp brick wall, clutching his bruised ribs. “There’s no power, no keypad, no way to open that lock without industrial cutting torches.”
“Back off,” I commanded, stepping up to the rotary dial.
I didn't need a torch. Arthur Ross hadn't just hidden files in a bank; he had left a secondary contingency protocol with the only family he trusted before he died—my father, and by extension, me, when I took over the Mercer ledger a decade ago.
I spun the dial: left to thirty-two, right to twelve, left to forty-four, and back to zero.
With a deep, pneumatic hiss of compressed air releasing after decades of vacuum seal, the heavy iron bulkhead slowly swung outward, revealing a dry, brightly lit concrete chamber no larger than a walk-in closet.
Inside sat a single steel desk, an active secure terminal connected via a direct satellite uplink, and a thick leather briefcase stamped with the initials A.R.
“An offline bunker,” Julian breathed, staring inside in awe. “Underneath the East River... how did you know this was here?”
“Because your debts weren't the only thing our father covered up before he died, Julian,” I said, walking over to the desk and flipping open the leather briefcase.
Inside wasn't money or gold. It was a physical ledger containing names, bank routing numbers, encrypted digital keys, and signed confessions dating back thirty years—documenting every high-level assassination, financial extortion, and corporate takeover orchestrated by the syndicate now led by The Broker.
And right on top of the pile was a medical power-of-attorney document bearing Elena’s name, granting her full legal control over the entire recovered asset pool.
“If the broker gets his hands on this briefcase,” I said quietly, looking up at Julian, “he doesn't just destroy my family—he wipes out every regulatory check holding the entire underground financial empire together. That’s why they targeted Elena. She was the rightful heir to the audit.”
Before Julian could answer, the secure terminal on the desk flickered to life. The screen blinked green, displaying an incoming encrypted video transmission from an unknown external IP address.
A synthetic, digitized voice echoed through the bunker’s speakers:

“Impressive, Mr. Mercer. You found the vault. But while you were playing hide-and-seek in the sewer, your ex-wife’s hospital room at St. Catherine’s just received a very interesting visitor.”
