Chapter 8 - The Federal Safe Harbor

The unmarked sedan tore down the winding interstate highway, its headlights switched off to avoid drawing the attention of state highway patrols. Inside, the heater clicked softly against the damp chill radiating from Clara’s clothes.
In the back seat, Clara rocked her baby gently, her eyes fixed on the rain-streaked window as the neon skyline of downtown slowly gave way to towering federal administrative complexes.
"Who are we meeting, Detective?" Clara asked, breaking the long silence as the car slowed down near a high-security checkpoint guarded by armed federal marshals.
"A woman named Eleanor Vance," Detective Vance answered, keeping his eyes on the road ahead as he flashed a secure digital credential to the guard booth. The heavy iron gates parted smoothly, allowing them entry into a subterranean motor pool. "No relation to Margaret or Ethan, despite the last name. She’s a retired federal district chief magistrate who spent the last six months running an undercover audit on systemic judicial corruption in this state."
Clara frowned, stepping out of the car into the dry, sterile concrete garage while holding her baby tightly. "A federal judge? How is a judge going to protect us from a district police department?"
"Because she isn't just investigating local cops," a crisp, authoritative voice echoed from the shadows near the elevator bank.
Clara turned to see an elderly woman walking toward them with measured, unhurried steps. She wore a sharp gray wool coat, her silver hair styled in a neat chignon, and her eyes held a fierce, unyielding intelligence that commanded immediate respect.
"Eleanor Vance," the older woman introduced herself, stopping two feet away and casting a sharp, appraising glance at Clara’s bruised face and muddy shoes. She didn't offer empty platitudes or pity; instead, her gaze hardened with quiet fury. "And you must be Mrs. Calloway. I’ve read the preliminary dispatch transcripts from your apartment. It appears your husband and his mother have been very busy building a criminal enterprise on the backs of everyone they thought was too weak to fight back."
Clara swallowed hard, stepping forward. "Detective Vance said you have the power to protect us. But the local authorities—"
"Local authorities answer to state politicians who take campaign contributions from Calloway Logistics," Eleanor interrupted smoothly, turning toward the private elevator. "Federal marshals answer to the United States Constitution. Step inside, Mrs. Calloway. You’re safe here."

As the elevator doors slid shut behind them, sealing off the underground garage, Eleanor pressed a secure biometric key into the panel. The car didn't go up toward the administrative offices; it descended deep underground into a high-tech federal intelligence archive.
