Chapter 32 - The Prison Riot Blueprint

Deep within the industrial sector of Queens, inside a nondescript warehouse serving as a makeshift staging ground, Marcus Thorne laid out a series of financial schematics and legal filings across a metal workbench. Standing across from him was Viktor Vance, pacing restlessly with a glass of scotch in his hand.
"Whitmore refused?" Viktor snapped, his voice spiked with panic. "How can a convicted felon sitting in a federal cell turn down a path to redemption and retaliation?"
"Because Whitmore’s transformation isn't a performance; it's a conversion," Thorne said coldly, tossing his pen onto the table. "He doesn't want their money back. He’s playing a longer game—building a reputation as some sort of institutional saint."
"Then we bypass Whitmore," Viktor growled, stopping his pacing. "If we can't use him as a weapon, we use him as a spark. What's the state of the prison facility he's housed in?"
Thorne smirked, tapping a digital map of the upstate federal correctional complex. "Maximum security. High tension. Overcrowded by twenty percent due to recent federal policy shifts. The inmate population in B-Tier is restless, and the vocational workshops are prime real estate for friction."
"Can we engineer a disturbance?" Viktor asked quietly, his eyes dark with malice. "Something severe enough to force an emergency lockdown, trigger a federal investigation into the facility's administration, and throw Whitmore’s legal assistance program into complete chaos?"

"Easily," Thorne replied, pulling up a roster of compromised prison guards and disgruntled inmate syndicates. "A controlled riot in the recreation yard, synchronized with a coordinated cyber-leak of internal prison administrative files. We discredit the facility's legal clinic, paint Whitmore as an agitator, and create enough regulatory smoke to freeze Aethelgard's foundation grants pending a federal security audit."
Viktor took a slow sip of his scotch, a sinister smile creeping across his face. "Do it. Let's see how much foundation-building Grant can do when his entire cell block is burning down around him."
