Chapter 46 - The Vanguard Protocol

Three days after the arrest of General Harrison Vance, the Pentagon’s executive briefing theater was packed to capacity with senior military officials, congressional oversight committee members, and international defense attachés.

I stood at the head of the polished stainless-steel conference table, dressed in my crisp dress-uniform blues, the gold medal of the Congressional Order of Merit gleaming proudly against my chest alongside the newly authorized Vanguard Star.

The Secretary of Defense stood up from his seat at the center of the table, clearing his throat as the murmurs of the assembled military elite died down into absolute, reverent silence.

“Colonel Emma Lawson,” the Secretary spoke formally, his voice echoing through the vaulted chamber. “When we authorized Task Force Vanguard, we hoped to secure our northern borders against external cyber threats. What you and your team have uncovered and dismantled represents the most significant internal integrity crisis in the history of the modern Department of Defense.”

He picked up a heavy, gold-embossed leather folder and slid it across the table toward me.

“The joint-service oversight committee has officially voted unanimously to ratify the 'Vanguard Protocol' into permanent federal law,” the Secretary continued. “Effective immediately, Task Force Vanguard is being established as an independent, autonomous global strategic command—operating directly outside traditional bureaucratic channels to ensure that no official, contractor, or syndicate ever believes they are above the rule of law.”

A respectful, stunned silence filled the room, followed slowly by a thunderous wave of applause from the highest-ranking officers in the United States military.

I stepped forward, placed my hand on the embossed leather folder, and looked around the room, meeting the eyes of every general, admiral, and director present. They knew who I was. They knew what my father had tried to do, and they knew how I had dismantled his empire without hesitation or compromise. They respected me not because of my last name, but because I had proven that true power belongs exclusively to those who stand for absolute accountability.

“Thank you, Mr. Secretary,” I said, my voice steady, clear, and ringing with absolute conviction. “Integrity isn't an institutional guideline. It is the foundational architecture of everything we do. If we fail to hold ourselves accountable from within, we forfeit the moral authority to protect the nation from without. The Vanguard stands ready.”
