Chapter 39 - The Geneva Blueprint

The morning light filtering through the high windows of the Tahoe study suddenly felt cold, stripped of its deceptive warmth by the thick manila dossier Sarah Vance had laid across the mahogany desk.

“General Vance’s old command circle?” I repeated, the name lingering in the air like a bitter taste. “Michael always told me his father severed ties with the Pentagon’s black-ops directorate years before the accident. He said the old man retired to a quiet estate in Vermont and spent his final years growing heirloom tomatoes.”

Sarah let out a dry, mirthless laugh, pulling a stack of decrypted wire-transfer records and satellite reconnaissance logs from her briefcase. “Michael loved his father, Avery, but he was blind to the deep-state machinery the General helped build. The retirement in Vermont was a convenient fiction. In reality, the General’s inner circle didn't retire—they incorporated.”

She flipped open the dossier to reveal a complex web of shell companies, private defense contractors, and offshore holding accounts centered around a sleek corporate entity headquartered in Geneva, Switzerland: Aegis Global Dynamics.

“Aegis isn’t just a defense contractor,” Sarah continued, her finger tracing the lines of a corporate chart. “They are the architects of the shadow economy that Project Ironclad was designed to fund. When you raided The Pacific Horizon and leaked Hayes’s files to the DOJ, you didn't destroy their network. You triggered a contingency protocol known as Plan Redoubt.”

Ethan leaned over the desk, his eyes scanning the dense technical specifications printed on the bottom of the documents. “Plan Redoubt... wait, I’ve seen this string of code before. It was buried deep within the encrypted partition we cracked off Viktor Petrov’s laptop. I thought it was just a localized data backup routine.”

“It’s not a backup,” Sarah said grimly. “It’s a scorched-earth relocation strategy. Aegis has spent the last five years quietly buying up decommissioned Cold War bunkers, underground communications nodes, and privatized satellite constellations across Western Europe and North America. They anticipated that a rogue element within the intelligence community might eventually try to expose them. So, they built an autonomous, decentralized infrastructure that can operate entirely independently of any national government.”

I stared at the photographs of the Geneva skyscraper. The glass facade gleamed in the Swiss sun, masking the dark, sprawling network of power beneath it. “And what is their timeline for this relocation?”

“Seventy-two hours,” Sarah whispered. “According to the automated dead-man switch we intercepted, once Aegis realizes Director Hayes is incapacitated and their North American proxies are compromised, they are going to execute a global financial and digital blackout. They plan to wipe every major international banking ledger, crash sovereign power grids, and force the G7 nations to kneel before their corporate monopoly.”
